The Administrative Services Department serves both the residents and visitors to the City of Evanston, as well as the internal departments that keep the City operating to its full capacity. The Department is made up of three (3) divisions: Information Technology, Facilities & Fleet Management, and Parking.

Information Technology

The Information Technology Division (IT) meets the business and technology needs of the City by managing and servicing hardware/infrastructure, application development and support, telecommunication, training, and project management. The division also has a dedicated digital service and GIS team.

Hardware/Infrastructure: Manages PCs, laptops, handheld devices, security services, firewalls, servers, website hosting, database administration, backups, and performance planning.

Application/Software Support: Provides limited application development, long-term software administration, user support, troubleshooting, upgrades, and assistance with new software acquisition and implementation.

Telecommunications: Oversees voice communication systems, carrier services, PBX, voicemail, and network infrastructure, including WAN, LAN, fiber optics, wireless, and internet services.

Training: Offers technology training on general computer use, Google Suite, email, software applications, and system implementation projects.

Project Management: Ensures effective communication, resource management, and role definition for city-wide IT projects.

GIS: Provides mapping, data analysis, systems integration, GIS data maintenance, and web-based mapping solutions.

Digital Services: Leads open data, analytics, smart city initiatives, website management, and enhances the digital experience for residents.

Facilities & Fleet Management

In 2017, Evanston combined Fleet Services and Facilities Management into one team: the Facilities & Fleet Management Division. This has helped the City to work smarter—sharing resources, improving services, and taking great care of public assets. From maintaining city vehicles and equipment to keeping municipal buildings safe and functional, this division supports the daily work that keeps Evanston running smoothly. The Fleet and Facilities Division oversees and maintains the City’s many assets including equipment, vehicles and buildings. There are over 500 pieces of City equipment including specialized vehicles such as police cars, fire apparatuses, recreation watercraft, and construction and forestry trucks along with the many attachments that go along with them. In 2018, Fleet Management was named one of the "100 Best Fleets in the Americas" due to their collective efforts and new ideas.

The Facilities team manages building system maintenance, repairs, and improvements across  60 municipal buildings, as well as public infrastructure such as park lighting, drinking fountains, and other community features. In 2025, the team is actively advancing several key initiatives to elevate service and community impact:

  • Executing facility upgrades through the Capital Improvement Plan in conjunction with other City departments

  • Promoting sustainability via energy-efficient retrofits and solar infrastructure projects

  • Strengthening emergency preparedness in collaboration with other City departments

  • Improving service delivery through enhanced work order tracking and customer service coordination

The Fleet team oversees 700 pieces of City equipment, managing maintenance, repairs and replacements to ensure operational readiness and long-term asset performance. In 2025, the team is focused on:

  • Maximizing vehicle availability to support reliable snow operations, emergency response and other municipal functions

  • Extending asset life through in-house repairs and preventive maintenance

  • Driving sustainability by leading the electrification and rightsizing of the City’s Fleet, replacing fossil fuel vehicles with electric alternatives

  • Modernizing infrastructure by managing fuel stations, coordinating specialized repairs, and expanding EV charging capabilities

Parking

The Parking Service Division is responsible for the operation and management of the 3 downtown garages owned by the City including transient and monthly parking options. The division manages and maintains on-street parking spaces and 30+ surface lots, using parking pay stations and the ParkEvanston app.  The City offers many parking opportunities, including those in the three main parking districts: Main/Dempster, Downtown, and Central. The division also  issues monthly parking permits, as well as disabled persons’ reserved parking spaces. Further information on parking tickets, payment options, contesting tickets, and other parking functions can be found here.
